My track club certified a half and full marathon for our annual race. A race promoter in town is now promoting a different race on our course and using the course certification that we obtained. Since the course is certified to our organization in the name of our race can the promoter say that his race is certified?

As pointed out in that previous thread, USATF/RRTC does not certify races. It certifies courses. So yes, the promoter of the other race can say that his/her race uses USATF certified courses.
However, it is a USATF/RRTC policy that a USATF certification map cannot be modified in any way. So, for example, the promoter cannot change the course/race name on a USATF certification map and then post it on their website.
