As pointed out in that previous thread, USATF/RRTC does not certify races. It certifies courses. So yes, the promoter of the other race can say that his/her race uses USATF certified courses.

However, it is a USATF/RRTC policy that a USATF certification map cannot be modified in any way. So, for example, the promoter cannot change the course/race name on a USATF certification map and then post it on their website.
