I have a friend that manages a running website. Included on that site is a calendar of races. Next to races that have been USATF certified he would like to include a little USATF logo, but he's a little concerned about the leagality of doing that. Does the USATF publish a "terms of use" statement for their logo? It seems to me that this would be a use of their logo that they would encourage.

If the races are USATF certified, there should be no problem with using the logo. Your friend may want to include the USATF course number as well.

However, the logo should not appear on any part of the site that is not directly related to the certified course, or be used to imply a relationship with USATF.

While I am the Course Registrar, I have no legal authority concerning the use of the logo. This is only my personal opinion, and you know what they say about those.
For USATF Sanctioned events in our Niagara Association we send out an approval e-mail with a USATF logo to use on all printed or web site event information. The logo is the standard USATF triangle with the words Sanctioned Event. For those events that are both USATF Sanctioned and are run on USATF Certified course, we send a USATF logo with that wording. Additionally there is the USATF logo that Mark Neal described for USATF Certified courses.

A few good examples of USATF logo use:
