I have a question regarding last minute changes to a course that could be viewed as temporary. Is it necessary to create a separate certification for this type of temporary adjustment?

Here's the whole story:
Earlier this spring I measured a 5K with a section that followed a hardpacked gravel nature trail that ran along side of a pond. As luck would have it, we've had a very wet spring and the race director got in touch with me two days before their race to say that there was now water on two sections of the course. I went out and re-measured an alternate route that took runners around the water hazards, and made the necessary lengthening of the course at the start. The adjustment was not ideal, since it took runners across two grassy stretches and will probably never be used again. I've advised the organizers that they lay out an alternative course, should we have another wet spring next year.

I can't see any reason to certify the course if it won't ever be used again. If a record time was run on it, the course used wasn't certified, although a case could be made for its accuracy. Perhaps the performance ought to count, but that would be between the organization, the measurer, and the records people. Possible an accommodation could be reached.
