I can't see any reason to certify the course if it won't ever be used again. If a record time was run on it, the course used wasn't certified, although a case could be made for its accuracy. Perhaps the performance ought to count, but that would be between the organization, the measurer, and the records people. Possible an accommodation could be reached.
