There is a lot of misinformation in that article. It has always been required that a World Athletics A or B measure the course for AIMS/WA certification, and that world records can be set only on AIMS/WA certified courses. What is relatively new is the points and ranking system that WA will use for Olympics and World Champs qualification, and the fact that only races using AIMS/WA certified courses will count towards that.
I believe it is true that the measurers just need to send an application in to get those courses AIMS/WA certified.
