I am sure there are restrictions.

If the race has a USATF sanction, use of the logo may be justified. I am not sure whether the race having a certified course makes use of the logo OK.

If the race has no connection with USATF, use of their logo would seem unjustified.

There is probably a way to ask them the question.

In my experience plenty of races use the logo when they shouldn't, without negative consequences.
LOGO USE

The USA TRACK & FIELD logo MAY ONLY BE USED by those clubs and organizations that fill out a trademark license agreement with the state organization. The logo is a registered trademark of USA Track & Field. It may not be altered in any way, and the "R" designation must accompany its use. Type style and graphics may not be changed. The name USA Track & Field must be spelled out; the only correct acronym is USATF. Slick sheets are available for club and organization use by contacting the state office and in the sanction packets. Artwork & graphics should be approved by the national office to make sure the logo is being used properly and is not on any conflicting material or sports apparel. Several other restrictions apply (i.e. on size, etc.) so all use should be checked and approved by the state or national office.
