A measurer in my area has a 10K to run at the Marine base in Quantico, VA. About 2 km of the course goes over a deeply rutted road that is too rough to ride a bike over, so he proposes to use EDM equipment (which he will rent) to measure that portion. That seems reasonable to me, and my question is, do we still add a SCPF for the portion that is measured electronically? I think the answer is yes, but I'm not sure and I don't know how the reasoning goes here-- any help?
