I would like to know what a reasonable amount of time a course measurer should have to wait when he sends in the paper work for a course that he measured till he gets a reply back from the certifier?

If your application submitted to the Regional Certifier is correct, then you should have your Certiifcate in a week. There may be situations when the review person is on vacation, but if this is happening often I need to be contacted.
In mid March, my main certifier gets slammed with filings from the first decent measuring weather. That would be another exception to expect.
