Sometimes measurers/certifiers list the Measurement method as both "bicycle" and "steel tape." Do we need to add a statement about when to check the "steel tape" method?

There are courses that do in fact call for both bike and tape, and in that case the "both" response is appropriate. I think you are referring to folks who might assume that they should put tape just because the cal course is measured by tape?
I'm just copying these topic items from Gene's list, so whoever came up with this topic item would need to explain.
