In Ohio the main reason a course is replaced is that the race organization has a desire to change the route. It's rare for me to see a course be replaced because of physical changes to the certified course. Maybe they do change, but if no one tells me I don't know.

The main reason for replacement is tidiness of the course list. If replacement is conscientiously done by measurer and certifier, only one course with a given name is active.

In other words, a replaced course is probably just fine, and could be renewed without any problem.

What if "replacement" was not an option? What would we lose? Isn't the latest version of a course generally the active one? Is "replacement" just an exercise in bookkeeping?

I searched through the database, and couldn't find any active courses with a replacement reference to a later course. All courses that have been replaced have been done with a later course. Which makes sense, in a way.

It sounds like your RD wants to revert to his original course, and have it certified as the "new" course?
I often run into "temporary" courses- courses that are going to be used for one year due to construction along the route or some other phenomenon that makes the course not available for that year but does not change the course that was originally certified.

If the certifier knows this he/she can name the one-year course with something like "alternate" or the year in question so the courses do not end up on the course list with exactly the same name.
