Regional Certifiers changes

Dave Rogers has done a great job over the years, but because of a job change he must retire from doing Final Signatory work.

Hence, the following changes will take place:

Matt Studholme will be the Regional Certifier for MS, TN, WV & KY. He has given SD, ND and HI to Tom LaBlonde, who already has UT.

These changes will take effect immediately.

Good luck to Dave in his new job and thanks to Matt and Tom for agreeing to these changes.
