Associations can and should promote certification. In fact, as sanctions chair for CT-USATF, when I receive a request for sanctions and insurance, I include with the reply an explanation of certification (many still confuse certification and sanctioning), its benefits, a reference to the RRTC online manual, and a list of measurers in the state.
CT-USATF also requires any state championship to be run on a certified course.
Associations and/or national could add a small surcharge to non-certified courses (assuming they are certifiable). This might provide another impetus for organizers to get their course measured.
