When filling out the certificate for such a course that starts and finishes in different towns, which should be used, the location of the start or finish, or is it the measurer's/RD's choice. Seems to me it makes little difference.
I have always used the finish. Usually it doesn't make any difference, but several races in Cincinnati, Ohio, start in Covington, Kentucky, or vice versa.
The finish is where most of the action is, organizationally.
My inclination would be it should be where the finish line is for the reason Pete mentions - it's "where most of the action is". The Hopkinton Marathon does not have quite the same ring as "Boston". For races that start and finish in different states, such as the Ohio / Kentucky example Pete gave, which state should the course be certified in, OH or KY? Again, is the best choice where the finish line is?
