I will address some questions I have received below.

What is the difference between a measurer and a Regional Certifier(FS)?

Anyone can measure a course if they follow the procedure as outlined on the RTTC site(rrtc.net). The measurer will do as indicated and then submit their work to the State Regional Certifier(a Final Signatory). When the State Regional Certifier approves the course then a Certificate is issued. Here is the process with following process the Certificate.
FS sends copies to the measurer!

FS sends copies to the RRTC's Vice Chair!

The VC looks over Certificate!

The VC keeps one for his records and
mails one to the RRTC's Course Registrar!

The RRTC Registrar sends off a copy to
USATF for posting on the Web!

Now the question is how do you get to be a Regioanl Certifier(FS)?

This is an appointed position by the Chairman of the RRTC. The appointment first is based on a need in a particular area of the Country. It's not necessary for a FS to live in that State. Their role is to first help a measurer with the process and also to encourage people to become measurers.

What does the Chairman look for in making the appointment to be a FS?

The Chairman may take suggestions from the
past FS or the Vice Chair of the RRTC. These
people know the type of work done by
measurer's.

This is what a measurer has done to be considered for the appointment as a Regional Certifier(FS).
1. Work is submitted in a timely manner
2. Paper work is done correctly
3. The Map is easy for anyone to follow
4. The measurer has measured many course
