I have been asked to further clarify the Kevin Lucas proposal.

After having a conversation with Fed Finke, I have found out that Kevin has not followed the proper protocal. Fred has not given permision to find any certifiers to work with an Association. Kevin stated Fred told him to do this and it is not so! It is strickly Kevin doing it on his own. He has no backing of the RRTC or USATF. The RRTC would only approve existing Certifiers not ones picked by Kevin. It is not a bad idea to have Associations train more folks to measure, but they will not be Certifier unless approved by RRTC.

Kevin can find Assocaiations to work with the RRTC, but we at RRTC will be the ones to decide any policy set forth affecting us. This has not been done! I was never contacted!

Fred states: "the RRTC is the governing body and unless they agree on any proposal it is a no go." We have not agreed to what Kevin is suggesting.

Fred also states: " Unless Kevin can get 28(1/2 of the assocaitions)with approved RRTC's board certified personnel per the RRTC's conversation at the convention last year. It is not even on the table. Even at that benchmark, it is only open for discussion." This refers to the Amendment, which is a dead item this year.

Thanks again for all the support of the RRTC and others. As I stated many times the RRTC is working well and may need some fine tuning, but it is far from broken. We are here to serve all including the Associations.
