I believe that a certified loop course that results in a perfect distance at the same point, if done in multiples, is automatically certified for the multiple distances without additional certificates being issued. Am I correct in my assumption?

I remember Pete going into this in the past, but was unable to find it.

I think this has always been the case. Racewalk loops are good examples of this. The loop is certified at 1 or 2 km and multiples can be used for records at ahy distance.

The same thing goes for specialized road courses that are completely out-back.
