"Late" Submissions for Certification

If the paperwork for a certification is "postmarked" at least the day before a race, if everything is in order and no course adjustment is needed as a result of the application review, can a race claim the race was certified on race day even if the measurement certificate is issued after the fact?

I believe it can be claimed as certified on race day. The operative date is the date of submission.

I have always asked race directors to describe it a "certification pending" once I have sent in the application. Without a certiciate number it is hard to say it is certified until the Certifier is satisfied and issued the certificate number.
