Fixes to search enginge

There are two fixes to our search engine on the USATF site.

The search engine now shows if a measurer is an IAAF “A” or “B”.

Any course that had a three letter start like AFG10001RT, wouldn't show when the course expires. The problem has been corrected.

One other fix was done under Listed Measurer Standards. USATF expressed a concern about a measurer being a representative of USATF.
