e-mails on certificates and maps

I do not want to make placing e-mails on the maps mandatory, but I will allow each State Certifer freedom to do as they choose. I see the worry of spam is not a real concern, however some certifiers have expressed the privacy issue and I must repect this! We all know that the State Certifier is the first contact and I'm sure they can guide those who need further assistance.
