Curve measurement

Here is an interesting question posed by a local measurer:

"Is it OK to walk the bike along the top of the curb when vehicles are parked in a curve? it is definitely within 12" of the curb and makes the distance longer by having no rider on the bike and measuring a shorter arc / radius."

Which is better? To make an offset for parked cars on a curve or walk the bike on the curb?

Walk on the curb. The difference between that and the official path is trifling.
