There are just 26 failed verification courses in the entire 59,000 course search list. Why is verification really necessary with such an insignificant verification failure rate?

How many of the 59,000 had a verification measurement done?
From the course search it looks like 41 courses have Passed Verification, Active courses only. The search doesn't pull from Expired courses. The 26 Failed Verification, 18 Expired and 8 Active.
I was told, "Pre-verified courses that fail are removed and listed as unusable." There are 247 courses listed as Unusable.
"removed and listed as unusable"
Are they removed or are they listed as unusable? I don't understand how they can be both.
Almost certainly the vast majority of the courses listed as "Unusable" are given that status because there was construction of the roads of the course, or similar reason. Not because they failed pre-verification.
I’m not aware of all the various reasons a course is determined Unusable. Pretty sure when a pre-verified course Fails it is “removed “ from the Active list and then re-listed as Unusable.
