Certified Map selection if multiples are uploaded

If there are multiple copies or revisions of a map that have been uploaded by a measurer, which one is selected for the certification? Is it only the latest upload?

Once the user uploads a "new" map as a replacement on a "denied" submission, the "old" or "bad" map is overwritten.

The new -- or most recently uploaded -- map is the one that the Certifier or FS stamps with the Certification ID.
