Certification Number for Renewed Course

I have a question regarding renewals of (pre-2001) certifications. Do they keep the original certification number or is a new number issued, or is it up to the state certifier? The reason I ask is that if a course appears on the list on the USATF site that has a number which is more than 10 years old, e.g. VA93007RT, does this mean it's been renewed and kept its old certification number or could it have been overlooked when the list was purged of expired courses?

The VA course expired, but was renewed in 2003. When an expired course is renewed it is given a new certificate and retains the original number.

I keep forgetting the ground rules for renewal. Fortunately it will no longer be an option after 2010.
