Cal course layout temp

When laying out a cal course, which temperature should be measured, air or pavement? The manual says to lay out a thermometer in the shade, which I guess would be somewhat of both, but what if you're using a digital "point & shoot" model?

The manual says if you are using a "non-contact thermometer" you should take the temperature reading from the tape itself.
