Altitude check on certificate

When would it be necessary to do a check of the start/finish altitude on a certified course.

I say it should be done if the course is going to be validated for a possible record by the validator.

Also, how should this be done? Using Google Earth or some other means.

I would think only when the drop is close to the 1.0m/km limit. If it's well under that, we should only be concerned with relative, rather than absolute, values.

If there's a record hanging on whether or not the drop is within the 1 m/km standard, I don't think Google Earth is accurate enough.

I'm not sure I'd call for getting out there with a level and pole, but I'm not sure what, short of that, would give us the accuracy we need.

And if you do survey the start and finish elevations, what do you use? The nails or marks at the start and finish? The highest point on the road?
