This is the slippery slope of course certification. On occasion I've allowed it where there's a defined key point, for instance, a start, finish or turnaround that had to be relocated due to construction or permit requirements. But as a rule I don't think it's not a good idea to adjust a course in the middle of the route simply because the RD needs to build in a detour.
There's not an obvious way that a Regional Certifier can tell if a course has been previously adjusted unless the Certifier is familiar (remembers) that it was done. The remembering part also becomes harder if the course was certified by someone else. I have allowed adjustments to courses. I've also done it myself. I always ask for the original measurement data and map along with the adjustment data and (new) map. If the measurer can't provide the original measurement data, I don't certify the adjustment.
